Easy to use IPND updates for VoIP Providers

VoIP packages advertised to the public are 'carriage services' because they interconnect with the PSTN. As carriage services, VoIP applications have obligations including compliance with the numbering plan, number portability requirements; and requirements relating to law enforcement, national security and privacy. All VoIP services will need to be flagged in the IPND (the universal numbering database) as a signal to emergency service personnel that they need to ask callers where they are. This is similar to the arrangement for emergency calls from mobile phones.

The Integrated Public Number Database (IPND) is an industry-wide database containing all listed and unlisted public telephone numbers and associated information. It is a critical source of information for emergency and law enforcement purposes. VoIP service providers in Australia are now legally obliged to provide address data to the IPND Manager, in Australia's case Telstra. The IPND is meant to contain all Australian numbers, regardless of the service provider.

The information held in relation to each public telephone number includes:
  • the telephone number itself
  • name of the customer
  • address of the customer
  • the name of the carriage service provider (CSP)
  • the purpose for which the telephone number is used (for example, government, business, charitable or private)

The IPND also includes information about whether a public telephone number is to be listed or unlisted in telephone directories. Numbers may be flagged as unlisted numbers and not provided to public number directory producers or may be flagged to withhold the address.
